Just an error on the website: Webs are affected by stacking penalties.
The formula is as follows:
Speed = Base Speed x (1-FirstWebSpeedFactor) x (1-0.87xSecondWebSpeedFactor) x (1-0.57xThirdWebSpeedFactor)
This is why webifier drones suck. Also, I do not know whether the 'first web' is the one with the highest slowdown factor or the first one applied - if the latter, you can probably use web drones to undermine Vindicator/Kronos webs in some situations.
Data to prove this:
- Experimentally tested, 1 tech 2 web drops speed by 60%, two drops speed by ~80% (should be 81% by my formula), three don't do much more at all
- Also can be tested in that mission where you get hit by two 90% web drones, your speed is definitely not 1% of base.

Really like these guys.
I ganked a miner last night and the miner's 3 person corp wardecced my solo corp. Now I work and am not on leave yet, and I'm afraid that I might not be online when they are to administer justice. However, the excellent folks in Everyone Versus Everyone joined my war as an ally, ensuring that the miner will be taught to respect gankers in future.

When I get home tonight, I will scout around to see if I can find a POS belonging to them. Fingers crossed. Maybe we can give them a demolished POS as a Christmas present.
